Question : Killing of Civilians and Jawans by Terrorists

(a) whether the Government is aware of the recent incidents of killing of civilians, non-Kashmiris, minority community people and jawans in Srinagar by the terrorists as also the naxal ambush in Manipur;

(b) if so, the details thereof along with the number of defence / police personnel, civilians killed/injured in the incidents;

(c) whether any steps are being taken by the Government to protect the common man from anti-terror / naxal operations;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a) & (b): The details regarding number of Security Forces personnel including J&K police personnel and civilians who have either got injured or have lost their lives in terror related incidents from the year 2017 to 2021(upto 15.11.2021) are as under:-

With regard to recent incident of ambush in Manipur, suspected insurgents ambushed the Assam Rifles convoy along Indo-Myanmar Border in Churachandpur district on 13th November, 2021 in which seven persons including five personnel of Assam Rifles and two civilians have laid down their lives. Besides, six Assam Rifles personnel were also injured in this incident.
(c) to (e): Security forces take utmost care and exercise restraint during anti-terror/naxal operations to ensure that no common man is hurt. The measures

taken by the Government to protect the common man from the terrorist attacks include proactive operations against terrorists, identification and arrest of over ground workers/supporters of terrorism, action against members of banned organizations, intensified night patrolling and checking at Nakas, security arrangements through appropriate deployment, coordination meetings amongst security agencies, high level of alertness maintained by the security forces, legal action in cases of terror funding, etc.
