Question : Rural Household

(a) the definition of ‘rural household’ by the Ministry;

(b) whether it is true that those localities not visited by census collectors are classified as rural households and if so, the details thereof;

(c) the number of rural households in the country, State-wise and the percentage of such households in terms of the State-wise and overall population of the country; and

(d) whether the Government is considering a change in the definition of rural household, if so, the details thereof and if not, the reasons therefor?

(a) to (c): The Ministry of Rural Development followed the ''Census-2011'' definition of rural household for conducting Socio Economic and Caste Census(SECC), 2011 in rural areas. A ''Household’ is defined under Census-2011” as a group of persons, who normally live together and take their meals from a common kitchen/common cooking unless the exigencies of work prevent any of them from doing so". SECC, 2011 for rural areas was conducted using the same Enumeration Blocks (EBs) as defined under Census-2011. The State-wise number and percentage of rural households in the country, according to SECC, 2011 is given at Annexure-I.

(d): As on date no change in the definition of rural household is under consideration in the Ministry.
