Question : Modernisation of Police Force

(a) the total funds allocated and utilised under the Scheme of Modernisation of State Police Force during each of the last three years and the current year, State-wise including Karnataka, Andhra Pradesh, Telangana and Bihar;

(b) the details of the projects/ components undertaken in various States for Modernisation of State Police Force and infrastructure development in the country, State-wise including Kerala;

(c) whether the Government has received any request from the States particularly Tamil Nadu for the Modernisation of State Police Force and if so, the details thereof and the action taken thereon, State-wise;

(d) whether the Government has also received request from the State Government of Tamil Nadu to allot Rs. 10,000 crores in the next few years for modernisation of its police force and if so, the details and present status thereof;

(e) whether it is a fact that the Government has approved an allocation of
Rs. 12,379.30 crores for the Modernisation of State Police Forces for the period from 2012-2013 to 2016-2017 which is woefully inadequate for the needs of the entire Police Force, if so, the details thereof and the reaction of the Government in this regard; and

(a), (b) & (c): ‘Police’ and ‘Public Order’ are state subjects. However, Government of India supplements the efforts of State Governments by providing central assistance under the Modernisation of Police Forces(MPF) scheme to strengthen police infrastructure. A statement showing the total funds earmarked/allocated and disbursed to various States during each of the last three years and the current year, state-wise is at Annexure I. A statement showing allocation and release of funds for Megacity Policing, which is a component under MPF Scheme, is at Annexure-II. The major items covered under the Scheme are mobility, weapons, equipments, training infrastructure, computerization and forensic science and infrastructure development and each State Government finalize their annual plans/projects as per their requirements and strategic priorities. For the current financial year, all the states submitted their State Action Plans and funds are being released based on allocation of each state and subject to submission of Utilization Certificates (UCs) in respect of funds released to each state prior to the

last financial year. As regards State Government of Tamil Nadu, during year 2016-17, a total amount of Rs. 68.54 crore has been released, including Rs. 41.80 crore for megacity policing component for Chennai.

(d)& (e): The central Government has received request from the State Government of Tamil Nadu to allot Rs. 10,000 crore. Further, Rs. 12,379.30 crore was approved by the Cabinet Committee on Security (CCS) under the Scheme for all States for 5 year period i.e. 2012-17. Funds allocated by Ministry of Finance under MPF Scheme are distributed as per CCS approved pre-decided formula (Pro-rata basis). For the current Financial Year, the State Government of Tamil Nadu has allocation of Rs. 27.96 for equipment, out of which, Rs. 26.74 crore has been released. In addition to this, funds to the tune of Rs. 4.35 crore has been allocated for weaponry to be supplied through Ordnance Factory Board. Since no additional funds are provided for the Scheme, it is not possible to allocate additional funds requested by the State Govt. of Tamil Nadu.

(f) Other measures taken by the Central Government to modernize state police forces include Crime and Criminal Tracking Network and Systems(CCTNS), operating a nationwide Satellite network for police communication, implementation of National Emergency Response System, etc.
