(a): Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 in selected 500 cities and towns across the country. The Mission focuses on development of basic infrastructure, in the selected cities and towns, in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non-motorized urban transport. A set of Reforms and Capacity Building have been included in the Mission.

Objective of the Mission are as under:

(i) Universal coverage for access to potable water for every household in Mission cities;
(ii) Substantial improvement in coverage and treatment capacities of sewerage;
(iii) Increase the amenity value of cities by developing greenery and well maintained open spaces (e.g. parks);

The objective achieved under the Mission, especially in the State of Rajasthan are stated as under:

(i) Against the target to provide 139 lakh water tap connections to achieve universal coverage,so far 126 lakh water tap connections have been provided under AMRUT and in convergence with other schemes. In Rajasthan, against the target of providing 6.67 lakh water tap connections, 6.87 lakh connections have been provided.

(ii) Against the target to provide 145 lakh sewer connections to enhance substantial sewerage network coverage, so far 95 lakh sewer connections (including household coverage under septage management) have been provided under AMRUT and in convergence with other schemes.In Rajasthan, against the target of providing 11.29 lakh sewer connections, 4.50 lakh sewer connections (including 8,512 households covered under septage management) have been provided.

(iii) Sewage Treatment Plants (STPs) of capacity 2,021 MLD (Million Litre per Day) have been developed against the target of 6,000 MLD under AMRUT. In Rajasthan STPs of capacity119 MLD have been taken up, of whichSTPs of capacity 27 MLD have already been constructed.

(iv) States/ Union Territories (UTs) have taken up development 5,400 acre of green spaces /parks for development under AMRUT, of which4,020 acre have been developedso far. State of Rajasthan has taken up development of 309 acre of green spaces/ parks, of which 289 acre have been developed.

(b): AMRUT 2.0 scheme, which has been launched on 01 October, 2021 for the period of 05 years i.e. from the financial year 2021-22 to the financial year 2025-26, is designed to provide universal coverage of water supply to all households through functional taps in all the statutory towns in the country and coverage of sewerage/septage management in 500 cities covered in first phase of the AMRUT scheme. Making the cities ‘water secure’ and thereby enhancing ease of living of citizens is major objective of the Mission.

The Mission targets to provide 2.68 crore tap connections and 2.64 crore sewer connections to achieve the intended outcomes.

(c): Total indicative outlay for AMRUT 2.0 for the entire Mission period is ?2,77,000 crore including central share of ?76,760 crore.

To promote Public Private Partnerships (PPP) under the mission, projects amounting to at least 10% of total project allocation for all cities with population above ten lakh in a State will be mandatorily taken up in PPP mode.

(d): The phase of implementation of AMRUT 2.0 are as under:

(i) Preparation of City Water Balance Plan (CWBP) with details of water sources including water bodies, water treatment and distribution infrastructure, area-wise water coverage, status of non-revenue water and sewerage network including STPs etc.

(ii) Preparation of City Water Action Plan (CWAP) proposing list of projects in the priority sectors of water supply; sewerage/ septage management; rejuvenation of water bodies including green spaces & parks. ULBs will furnish year-wise roadmap of providing household water tap connections with a view to achieve universal coverage of water supply in all statutory towns and universal sewerage coverage in 500 AMRUT cities.

(iii) Preparation of State Water Action Plan (SWAP) by State Mission Directors aggregating CWAP in it. SWAPs will comprise entire list of projects, city-wise and sector-wise, proposed to be undertaken by States/ UTs.

As on 08 March 2022, 214 out of 215 ULBs of the State of Rajasthan have prepared and submitted City Water Balance Plans.
