Question : Mock Drills

(a) whether the Government has decided to hold mock drills to tackle Paris like terrorist attacks and if so, the details thereof;

(b) whether the Government has finalized the activities to be undertaken in different phases of the programme and if so, the details thereof;

(c) the agencies proposed to be involved in this exercise;

(d) whether this exercise would be in different cities; and

(e) if so, the details thereof?

(a) to (e): As per the VII Schedule to the Constitution of India, Police and Public Order are state subjects and the State Governments are primarily responsible to combat terrorism. However, it is the belief of the central government that it is also a shared responsibility of the central government.

Accordingly the Central Government has issued Crisis Management Plan (CMP) for man-made disasters which, inter-alia includes Standard Operating Procedure (SOP) to deal with terrorist attacks, to all the stake holders including the State Governments/UTs Administration. The SOP also recommends periodic mock drills by the State Governments under simulated conditions. At the Central level, the NSG and CISF

are also required to conduct such mock drills as per the aforesaid SOP.

Further, pursuant to the Paris terrorist attack, the Central Government has issued advisory to all the State Governments/UTs Administration/CAPFs on the 7th December , 2015 inter-alia requesting to conduct mock drills by their SWAT teams and also to conduct mock drills to test the efficacy of the existing SOPs.
