(a),(b) & (c): In 1983 the Government of India
decided that, as a policy, there should be a convention
according to which 1/3rd of Judges in each High Court
should be from other States.
Appointment/transfer of Judges and Chief Justices
of the High Courts is made on the recommendation of the
Chief Justice of India.
Out of 35 Judges in position in the Madras High
Court seven Judges are from other States whereas 6 Judges,
from the Madras High Court, are currently functioning in
other High Courts on transfer.
