STATEMENT
STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF STARRED QUESTION NO. 252 TO BE ANSWERED IN THE LOK SABHA ON 24.07.2014 REGARDING GAS BASED POWER PLANTS.
(a) :The details of gas based power plants including their installed generation capacity and power generated by them during each of the last three years and the current year (2014-15), plant- wise is enclosed at Annex.
(b) :Following requests for allocation of gas were received by Ministry of Petroleum and Natural Gas (MoP&NG) from various State Governments for gas based power projects which were placed before Empowered Group of Ministers (EGoM) in its meeting held on 24.2.2012:

However, no allocation was made by EGoM.
Further, various requests for allocation of gas are being received by the MoP&NG from time to time which are being considered for allocation in accordance with the extant Gas Utilisation Policy of the Government and availability of domestic gas.
(c) :Yes, Madam. Ministry of Power had issued an advisory on 14.03.2012 to all developers of gas based power plants not to plan for any domestic gas based power plants till 2015-16, due to non- availability of additional domestic gas for the power projects.
(d):Some of the strategies as intimated by MoP&NG to increase the gas availability are given below:
MoP&NG has issued guidelines on clubbing / diversion of gas between power plants of same owner with the intent to serve the larger public interest so that the available gas can be used more efficiently in order to improve the Plant Load Factor (PLF) with corresponding increase in electricity generation. MoP&NG has also issued guidelines on swapping of natural gas on 14.03.2012 between two parties on energy parity basis.
Further, the Empowered Group of Ministers (EGoM) in its meeting held on 23.08.2013 had decided that supplies to Fertilizer sector be maintained at the level of 31.5 Million Metric Standard Cubic Meter Per Day (MMSCMD) and all the additional New Exploration Licensing Policy (NELP) gas, if any, after meeting the supply level of 31.5 MMSCMD to Fertilizer sector be supplied to Power sector during the years 2013-14, 2014-15 and 2015-16.
