Question : ENCOURAGEMENT TO SPORTS IN SCHOOLS



(a) whether a scheme was launched in 1986 to raise standard of sports at school level and to encourage participation in inter-school competitions;

(b) if so, the financial grant given to States during each of the last three years for the same, State-wise;

(c) whether the grants remained unutilised during the said period;

(d) if so, the details thereof and the reasons therefor, State-wise; and

(e) the steps taken by the Government to encourage the sports particularly in rural areas?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 526 DATED 3.5.2005 ASKED BY DR. K. DHANARAJU REGARDING ENCOURAGEMENT TO SPORTS IN SCHOOLS

(a) Yes, Sir. A scheme titled ‘Promotion of Sports and Games in Schools’ was launched 1986 with a view to raising the standard of sports in schools and to encourage participation in inter-school competitions. The scheme has been revised since then.

(b) Financial assistance is given to the States on receipt of viable proposals for conducting District and State level Inter-School Competitions. Based on viable proposals received from the State Governments, the following assistance was released during the last three years:-

For the year 2004-05, an amount of Rs. 1.31 crore has been released to Sports Authority of India (SAI) for disbursement to 13 states. Releases to the remaining 11 states shall be made after receipt of certain clarifications sought from the State Governments.

(c) & (d) The utilization certificates for the year 2002- 03 and 2003-04 have been received. The funds for the year 2005-06 will be released subject to receipt of utilisation certificate for the year 2004-05.

(e) ‘Sports’ is a State subject and promotion of sports at the state level is the responsibility of the concerned State Government. However, Government of India supports and supplements the efforts of the State Government through following schemes :

1. Rural Sports Programme : Financial assistance of Rs. 30,000/- is given to States /NGOs for holding local rural tournaments at district level for any particular discipline, including indigenous sports. In addition, state level and national level rural sports competitions are organized by SAI. A sum of Rs.1.15 crore has been released to Nehru Yuva Kendra Sangathan for organising local rural tournament during 2005-06 at district level in 58 districts of North East Region.

2. Promotion of Sports and Games in Schools : Financial assistance of Rs. 75,000/- per district is payable to states for organizing inter-school tournaments in Athletics and four other disciplines. The state level tournament is organized by SAI in collaboration with State/UT Governments. National level inter-school tournaments are organized by SAI.

3. National Sports Talent Contest Scheme : Under the scheme talented boys and girls between the age group 8-14 are selected and trained in selected schools/Akharas/Navodaya Vidyalayas.

4. Army Boys Sports Company scheme : Under the scheme talented boys of 8-14 age group are selected and trained at selected army centres/units.

5. Special Area Games : Under the scheme, sportspersons in age group of 14-21 hailing from regions which are either genetically or geographically advantageous are selected for achieving excellence in a particular sports discipline.
