Question : Rural Development Schemes-Projects

(a) the details of projects proposals received, sanctioned and pending with regard to various rural development schemes in the country during the last three years and the current year, State/UT-wise;

(b) the details of funds allocated and expenditure incurred on ongoing projects during the said period scheme-wise and State/UT-wise;

(c) the date from which these projects are pending along with the reasons for their pendency and the time by which these projects are likely to be approved, State/ UT- wise;

(d) whether certain rural development schemes have been closed/abolished by the Government during the said period, if so, the details thereof along with their likely impact on the life of the rural people;

(e) whether the Government proposes to formulate a policy to include the suggestions of Public representatives for effective implementation of rural development schemes in the country; and

(f) if so, the details thereof and the time by which it is likely to be implemented?

(a) to (c): The Ministry of Rural Development is implementing major programmes i.e. Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), National Rural Livelihoods Mission (NRLM), Indira AwaasYojana (IAY) and PradhanMantri Gram SadakYojana (PMGSY) for development of rural areas. MGNREGA being a demand driven programme no targets are fixed and State/UT-wise funds are provided in accordance with the approved labour budget. The NRLM has sub-schemes named DeenDayalUpadhayayaGrameenKaushalyaYojana(DDU-GKY), Mahila Kisan Sashaktikaran Pariyojana (MKSY) and Start-Up Village Entrepreneurship Programme under which projects received from the States are considered for approval. Similarly, under PMGSY, the project proposals are submitted by the States. Under IAY, 5% of the total allocation is retained at Ministry level as reserve fund for special projects for rehabilitation of families affected by natural calamities etc. The details of the project proposals received, sanctioned and pending under IAY, PMGSY and sub-schemes of NRLM are at Annex-I. The State/UT -wise allocation of funds, releases and expenditure under the above programmes for the last three years and during the current year are given at Annex-II.

(d): The Swarnjayanti Gram SwarojgarYojana (SGSY) which was in operation since 1999 has been restructured as National Rural Livelihoods Mission (NRLM) and from April, 2013 SGSY ceased to exist. The NRLM aims to reach out all poor families, link them to sustainable livelihood opportunities and provide support to enable them to come out of poverty.

(e) & (f): The Ministry has already put in place a mechanism of State Level Vigilance and Monitoring Committee and District Level Vigilance and Monitoring Committees through which the suggestions of the public representatives are taken and they also have the opportunity to monitor the implementation of Rural Development programmes. In addition, the inputs of the Members of Parliament are also taken note of from time to time in improving the effectiveness of the programmes of the Ministry.
