Question : IN HOUSE VETERINARY HOSPITAL



(a) whether it is a fact that cow shelters (Go-Sadans) cannot function properly without an in-house veterinary hospital;

(b) if so, whether the Government propose to provide in-house veterinary hospitals in cow shelters, if so, the details of the relevant rules as per law;

(c) total number of Go-Sadans in Delhi and the number of Go-Sadan out of them are functioning without a veterinary hospital;

(d) the details of NGOs working in the said field and quantum of money granted to them by the Government for running the shelters;

(e) whether any audit of these NGOs has been conducted;

(f) if so, the details thereof; and
(g) if not, the reasons therefor?

(a) to ( g): As informed by the Ministry of Social Justice and Empowerment a scheme for grant in aid to be released to NGOs for construction of shelter houses for animals including cows is being run by that Ministry. That scheme also provides for grant in aid to construct an in-house dispensary. Under this scheme, grant in aid amounting to Rs.55.00 lakhs has been sanctioned to three organisations in Delhi for construction of shelter houses for cows including construction of in-house dispensary. These shelter houses have their own doctors, para-medical staff, essential medicines and necessary equipments for the treatment of the cows. Even doctors from neighbouring Government hospitals regularly visit some of these shelters. The Annual Accounts in four parts, i.e. Audit Reports, Income and Expenditure Accounts, Receipt and Payment Accounts and Balance Sheet duly audited by a certified Chartered Accountant are received invariably from each organisation by that Ministry. The Utilisation certificate for the item-wise grant released to them is also separately received by that Ministry which is again duly certified by a Chartered Accountant.
