Question : SOCIAL SECURITY TO UNORGANISED SECTOR



(a) whether Government has decided to extend social security scheme like EPF and ESIC, gratuity and pension facilities to all Construction, forest, agriculture and all unorganised sector workers in the country;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) whether the Building and Other Construction Workers (Regulation and Service Condition) Welfare Act and Cess Act, 1996 have already been implemented in all States; and

(e) if so, the details thereof, State-wise?

MINISTER OF THE STATE IN THE MINISTRY OF LABOUR AND EMPLOYMENT (SHRI MALLIKARJUN KHARGE)

(a) to (c): There is no proposal to extend the social security scheme like EPF and ESIC, gratuity and pension facilities to all construction, forest, agriculture and unorganised sector workers in the country. However, the Employees’ State Insurance (Amendment) Act, 2010 enables the Government to formulate Scheme for other beneficiaries and members of their families for providing medical facility in any hospital established by the Corporation in any area which is underutilized.

(d) & (e): The status of implementation of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 by States/ Union Territories is Annexed.
