Question : Vacant reserved posts for SCs, STs and OBC in Central Universities

(a) the total number of sanctioned reserved posts for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) in all Central Universities and Research Institutions and details thereof;

(b) the total number of vacant reserved posts for SCs, STs, and OBCs and in IITs/IIMs, Indian Institute of Science and Central Universities and the same have not been filled so far and whether it is also a fact that certain reserved posts have been filled under General category or kept vacant for many years; and

(c) if so, the details thereof and the steps taken by the Government in this regard?

(a) to (c): The details of total number of sanctioned and vacant reserved posts for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs) in Central Universities (CUs), Indian Institute of Technology (IITs), Indian Institute of Management (IIMs), Indian Institute of Science Education and Research (IISERs) and Indian Institute of Science (IISc) under purview of Ministry of Education are as under:

Taking into account all the circumstances and in order to ensure protection of the rights of SCs, STs and OBCs in appointments, Central Educational Institutions (Reservation in Teachers’ Cadre) Act 2019 notified on 12th July, 2019 to provide reservation of posts in direct recruitment in teachers’ cadre in Central Educational Institutions by considering the University as a Unit.

Now, after implementation of “The Central Educational Institutions (Reservation in Teachers’ Cadre) Act, 2019”, the OBC reservation has been implemented at all levels.

Further, UGC vide its D. O. letter No. F. 1-14/2019 (CPP-II) dated 4th June, 2019 UGC has prepared the Guidelines for Recruitment of Faculty in Universities, Colleges and Institutions Deemed to be Universities outlining the selection procedure and the time frame for recruitment which has been circulated to all Universities to adhere the guidelines. The Universities have also been requested to take steps to ensure that the vacancies in the Universities as well as in the Colleges affiliated to University are filled up at the earliest.

Subsequently, UGC vide its letter No. F. 1-14/2019 (CPP-II) dated 31st July, 2019, 7th August, 2019, 5th September, 2019 and 22nd October, 2019 again requested to ensure that vacant positions in University as well as colleges affiliated to University are filled at the earliest and the status of the recruitment process is uploaded on the University Activity Monitoring Portal of UGC.
