Question : Construction of Toilets

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:


(a) the number of individual household, community, public and other toilets constructed during each of the last three years and the current year under Swachh Bharat Mission and the number out of them that are fully functional;

(b) the funds allocated and expenditure incurred, State-wise;

(c) the details of urban areas declared open defecation free, State-wise; and

(d) the action plan to cover areas which are yet to get the benefits of Swachh Bharat Mission?

(a): The details of Individual Household Latrine (IHHL), Community Toilets (CT)/ Public Toilets (PT) constructed during each of the last three years and the current year under Swachh Bharat Mission (Urban) are at Annexure – I. As per Swachh Bharat Mission (Urban) Guidelines, Urban Local Bodies (ULBs) should ensure that all toilets constructed are built in tandem with water supply arrangements and consist of toilet sub-structure like on-site treatment system, or connection to underground sewerage/septage system to be functional.


(b): The State-wise details of the funds allocated and expenditure incurred for construction of toilets in urban areas are at Annexure- II and Annexure- III respectively.

(c): 966 cities/towns have been declared as Open Defecation Free (ODF). The State-wise details of urban cities/towns declared as ODF are at Annexure- IV.

(d): Beneficiary households are targeted under the Swachh Bharat Mission (SBM) irrespective of whether they live in authorized/unauthorized colonies or notified/non-notified slums. The administrative rules, as per the SBM Guidelines, do not differentiate between residing places.
