Question : Shortage of Teaching Faculty

(a) whether there is shortage of teaching faculty in the Universities throughout the country;
(b) if so, the details thereof;
(c) whether the Government is facing the shortage of qualified teachers;
(d) if so, the details thereof;
(e) whether the Government has any plan to give more concessions in eligibility related norms for appointment in the Universities; and
(f) if so, the details thereof?

(a) & (b): The University Grants Commission (UGC) has informed that as on 01.10.2021, the total number of sanctioned, filled and vacant faculty posts in various Central Universities is as under:

(c) & (d): The UGC has further informed that to maintain the quality of education and to cover up the shortage of teachers, Central Universities are adopting different methods, which inter-alia, include hiring ad-hoc faculty, Guest Faculty, Contract Faculty and Re-employed Faculty. The UGC has also framed the guidelines for empanelment of Adjunct-Faculty in Universities and Colleges which enable Higher Educational Institutions to access the eminent teachers and researchers, who have completed their formal association with University / College, to participate in teaching, to collaborate and to stimulate research activities for quality research at M.Phil. and Ph. D. levels.

(e) & (f): The UGC has informed that UGC (Minimum Qualifications for Appointment of Teachers and other Academic staff in Universities and Colleges and other measures for the maintenance of standards in higher education) Regulations, 2018 has been notified in the Gazette on 18th July, 2018 and is available at https://www.ugc.ac.in/pdfnews/4033931_UGC-Regulation_min_Qualification_Jul2018.pdf . Clauses 3.4 and 3.5 of these regulations provide certain relaxation in eligibility related norms for appointment of faculty.
