Question : Health facilities of global standards

(a) the details of schemes/ programmes launched by the Government to make health facilities in the country at par with global standards; and
(b) if so, the details of physical and financial targets set and achieved thereunder so far;
(c) the modern/state of the art healthcare facilities developed under such schemes during the last three year;
(d) whether the Government proposes to provide health ID to every citizen; and
(e) if so, the salient features of the proposed health ID and the time likely to be taken in providing it to entire populations?

(a) to (e) “Public Health & Hospitals” is a State subject. Government of India is providing technical and financial support to state government through various schemes including NHM (National Health Mission) to improve health Infrastructure and to provide accessible, affordable and quality healthcare to citizens. Specifically, under NHM, financial support is provided to States/ UTs for setting up of new facilities and upgradation/ modernization of existing facilities based on the requirement posed by the states.

Government has initiated various schemes/programmes to supplement the efforts of the State/UT governments and to provide quality healthcare across the country. Details of the few schemes are given below:
Ayushman Bharat Health & Wellness Centres: Under this scheme, the States are supported for establishment of 1.5 lakh Health and Wellness Centres (HWCs) across the country for providing comprehensive primary care related to preventive, promotive and curative. As on date 80466 Health & Wellness Centres have been operationalized.
Ayushman Bharat, Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) provides health coverage up to Rs 5 Lakh per family per year to around 10.74 crore poor and vulnerable families as per Socio Economic Caste Census (SECC).
Ayushman Bharat Health Infrastructure Mission (ABHIM) is aimed at strengthening crucial public health infrastructure in the country such as setting up of Integrated Public Health labs for disease diagnosis, upgradation and expansion of health infrastructure with focus on critical care and support to research institutions with an outlay of Rs 64,180 crore over a period of six years.
Ayushman Bharat Digital Mission (ABDM): With vision to create National Digital Health Ecosystem across the country and to enable seamless online platform, Hon’ble Prime Minister announced the launch of National Digital Health Mission (now known as Ayushman Bharat Digital Mission) on 15th August, 2020 in 6 Union Territories to facilitate the services like issue of Health ID, creation of registries for Doctors & health facilities and creation of personal health record etc. On 27th September, 2021, Hon''ble Prime Minister announced the nationwide rollout of the Ayushman Bharat Digital Mission (ABDM).
Health ID is a randomly generated 14-digit number used for the purposes of uniquely identifying persons, authenticating them, and linking their health records across multiple systems and stakeholders. This helps create their longitudinal health records across different healthcare providers. Creation of Health ID is voluntary.
