Question : Violence Related to Cow Protection

(a) whether incidents of attacks/mob attacks on cattle traders, beef eaters, muslim/ dalit community and dairy farmers and killing of people in the name of protection of cows are on the rise in the country;

(b) if so, the total number of persons injured/killed including muslim and dalit community, guilty arrested, convicted and the action taken against them separately during each of the last three years and the current year, State-wise;

(c) whether the Government has received complaints with regard to nonregistration of such cases by State police personnel;

(d) if so, the details thereof and the action taken in this regard; and

(e) the steps taken by the Government to stop such cases and to protect such community from the said violence along with the details of advisories issued to States and police departments in this regard?

and order, protection of life and property including that of incidents of attacks/mob attacks on cattle traders, beef eaters, muslim / dalit community and dairy farmers and killing of people in the name of protection of cows rest primarily with the respective State Governments. The State Governments are competent to deal with such offences under the extant provisions of laws. National Crime Records Bureau (NCRB) does not maintain data on such attacks. However, Central Government attaches highest importance in the prevention of crime and necessary advisories on (i) Untoward incidents in the country on cattle in the disturbance of law and order by miscreants in the name of protection of Cow and (ii) compulsory registration of FIR for cognizable offence, irrespective of territorial jurisdiction and making available copy of FIR has been issued to States/UTs, which is available in the Ministry of Home Affairs website viz www.mha.nic.in
