Question : Deaths due to Cold Waves

(a) the number of people who died due to cold weather and cold waves across the country during the last five years including 2020-21, State-wise;

(b) whether the Government has given any compensation to the families of such people;

(d) if so, the details thereof; and

(e) the steps taken/being taken by the Government to face such a calamity?

(a) to (d): The primary responsibility to take necessary measures to prevent deaths from cold weather and cold wave in the country rests with the State Government concerned. The data on deaths due to cold weather and cold wave is not maintained centrally by the Ministry of Home Affairs.
However, as per information received from National Crime Record Bureau (NCRB), the details of the death caused due to exposure to cold during 2015 to 2019 are at Annexure.

The damages caused due to cold waves & frost stands included as one of the eligible natural calamity for providing assistance by State Governments from State Disaster Risk Management Fund (SDRMF)/National Disaster Response Fund (NDRF) as per the norms. A copy of items and norms is available at
