Question : Employment Guarantee for Urban Poor

WILL the MINISTER OF HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:-

(a) whether the Government proposes to formulate any comprehensive scheme for ensuring employment guarantee and livelihood for the urban poor;

(b) If so, the details thereof;

(c) whether the Government proposes to take necessary steps on the lines of MGNREGA and if so, the details thereof;

(d) whether the Government proposes to make it a legal right; and

(e) if so, the details thereof and if not, the measures taken/proposed to be taken by the Government for ensuring employment guarantee and livelihood to the urban poor?

(a)&(b): There is no proposal to formulate any scheme for ensuring employment guarantee for the urban poor. The Ministry is implementing a Centrally Sponsored Scheme “Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM)” for improving the livelihood of urban poor.

(c): No Madam.

(d):There is no proposal for making employment and livelihood for urban people a legal right.

(e): This Ministry is implementing “Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM)” to reduce poverty and vulnerability of urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities for improvement in their livelihoods on a sustainable basis. DAY-NULM focuses on providing assistance for developing /upgrading the skill of urban poor by providing training as per the skill demand from the market, so that they can set-up self-employment ventures or secure salaried employment. Since 2014-15, under DAY-NULM 3,57,646 persons have been provided skill training and 82,793 beneficiaries have been assisted for setting up individual or group micro-enterprises (till 31.03.2016).
