(a) to (c): The Expert Group constituted by the Planning Commission in December 2005 under
the chairmanship of Prof. Suresh D. Tendulkar to review the methodology for estimation of
poverty submitted its report on 08-12-2009.
The report has acknowledged the multi-dimensional nature of poverty and recommended
adoption of a uniform Poverty Line Basket (PLB) based on the latest available observed
household consumption expenditure data of the National Sample Survey Organisation (NSSO) for
both rural and urban population and a new price adjustment procedure incorporating private
expenditure on health and education. It also recommended Mixed Recall Period (MRP) equivalent
of urban Poverty Line Basket (PLB) corresponding to 25.7% urban headcount ratio as the new
reference PLB. On the basis of above methodology, the all-India rural poverty headcount
ratio for 2004-05 is estimated at 41.8%, urban poverty headcount ratio at 25.7% and All India
level at 37.2%.
The Planning Commission is seized of the recommendations of the Tendulkar Committee.
