TO BE ANSWERED ON 20.02.2014 REGARDING âFLOOD MANAGEMENT PROJECTSâ.
(a) to (c) During XII Plan, a total of 100 flood management projects of various States are
under examination in Appraisal Agencies of Ministry of Water Resources. Besides, on 122
projects, advice has been provided by the Appraisal Agencies for amendments in the project
reports for techno-economic viability of the projects. The State-wise details are given in annex.
The schemes for flood management are planned and formulated by concerned State Governments
and the projects costing more than Rs. 12.5 crore are submitted by the State Governments
to CWC/ GFCC for techno-economic appraisal prior to Investment Clearance by the Planning
Commission. In case of any deficiency in DPR, same is referred back to the State Governments
for upgradation / rectification in order to ensure techno-economic soundness of DPRs and their
compliance to BIS and other standard norms. The proposals, which have obtained all mandatory
clearances including investment clearance by Planning Commission and concurrence of State
Finance Departments, are considered by an Inter-Ministerial Committee for funding under
Flood Management Programme (FMP). The delay in submission of requisite information/documents
by the State Governments is often the cause of delay in according of clearance by Appraisal
Agencies.
The time of approval of a project thus depends on the submission of complete documents as
per guidelines by the concerned State.
