Question : UTILISATION CERTIFICATE FOR LOAN TAKEN FROM NCRPB



(a) whether any time limit has been fixed for submitting utilization certificate of loan taken from National Capital Planning Board (NCRPB) by Work Executing Agencies responsible for the implementation of any housing or other projects financed by NCRPB;

(b) if so, the details thereof;

(c) if not, the reasons therefor;

(d) whether there are certain Work Executing Agencies of Uttar Pradesh State and other States of National Capital Region (NCR) that have taken loan from the NCRPB sometimes back for certain housing and other projects but have not submitted the utilization certificate thereof; and

(e) if so, the details thereof and the action taken by the NCRPB against such Work Executing Agencies to submit the utilization certificate?

(a)to(c) The NCRPB has informed that the loans for the projects are sanctioned and released in installments as per the loan drawal request/schedule submitted by the executing agencies/borrowers. After sanction of loan for the project by the Project Sanctioning & Monitoring Group (PSMG) of the Board and completion of loan documentation, the first installment of loan is released in advance to the executing agencies/borrowers.

The second or subsequent installment of loan is released only after receipt of utilization report from the implementing agencies in the form of Progress Report/Utilisation Certificate.

Further, the loan sanction letter issued by the NCR Planning Board stipulates that the Implementing Agency/Borrower is required to complete the project with in the stipulated time frame as approved by the PSMG. On completion of a project, agencies are required to submit a completion report.

(d)to(e) NCRPB has released final loan installments, as due and requested by the executing agencies/borrowers, in respect of 46 projects, for which the completion reports are still awaited.

The agencies which have not submitted the completion report are
(i) Government of Haryana/agencies for 37 projects;
(ii) Government of Uttar Pradesh/agencies for 3 projects;
(iii) Patiala Development Authority, Patiala in Punjab for 2 projects;
(iv) Rajasthan Rajya Vidyut Prasaran Nigam Ltd. in Rajasthan for 2 projects; and
(v) Municipal Corporation of Delhi for 2 projects.

NCRPB has taken up the matter with the implementing agencies, the concerned State Governments at the appropriate levels and also with the PSMG.
