Question : Maintenance and Repair of Roads

(a) the details of the funds allocated, sanctioned and spent for the maintenance and repair of roads constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY), State/UT-wise;

(b) whether any initiative has been taken for roadside plantation under the said scheme, if so, the details thereof; and

(c) the details of the States in the country including Chhattisgarh where roadside plantation work has been undertaken on the roads constructed under the said scheme?

(a): All Pradhan Mantri Gram SadakYojana (PMGSY) roads are covered by a five-year maintenance contract, to be entered into along with the construction contract with the same contractor, as per the Standard Bidding Document (SBD). Maintenance funds to service this contract are budgeted by the State Government and placed at the disposal of State Rural Roads Development Agencies (SRRDA) in a separate maintenance fund account.

The details of funds required, amount credited in SRRDA account and the amount spent by SRRDA State-wise during the last three years are given as per Annexure –I.

(b): As per PMGSY guidelines, planting of trees on flanks of PMGSY roads from programme fund is to be done in convergence with MGNREGA or other State funds. The Ministry issued circular to States regarding Road side Plantation of trees on PMGSY roads in convergence with MGNREGS. In this regard, Indian Road Congress (IRC) has also published guidelines on Tree Plantation along Rural Roads (IRC:SP:103-2014), which specifies the distance of the plants from the road, the species to be planted and the precautions to be exercised while implementing roadside plantations.

(c): The details of the states in the country including Chhattisgarh where roadside tree planation on flanks of PMGSY roads have been done during 2014-15 & 2015-16 are given as per Annexure-II.
