(a) to c) : Initially, a reference was received from Govt. of Bihar forwarding the oulines
of the developmental package for northern Bihar comprising of schemes/projects sent
to the Union Govt., schemes which are ready for submission, schemes which are
necessary for taking the State to the level of national average and proposals which were
sent to the Union Govt. for posing to the international financial institutions and which
have not received approval so far. A financial summary of the proposed schemes has
been attached at Annexure I. Preliminary and detailed discussions were held in
Planning Commission and at Patna respectively with the State Officers of Bihar. In this
connection, Govt. of Bihar has been requested to furnish some information which is
still awaited. Further, a Memorandum dt. 28.11.2000 submitted to Hon`ble Prime
Minister by Members of Parliament of Bihar for an economic package to Bihar after its
bifurcation has also been received. However, it does not indicate any amount. The
Memorandum is also under examination. Subsequently, Chief Minister, Bihar sent the
details of the projects amounting to Rs. 20,646.28 Crores which were taken to be in
supercession of all the earlier projects/documents sent by the Bihar Govt. Thereafter,
Bihar Govt. sent additional lists of projects which are pending with different
Ministries/Deptts. of Govt. of India. The proposals were sent to the concerned
Ministries/Deptts. for taking appropriate view in the matter at their end. The matter of
`Bihar Package` is also under consideration in the Planning Commission and
consultations on this have been held with the State Govt.
