Question : Upskilling of Programmes

(a) whether the National Skill Development Corporation Board has considered upskilling of programmes under the Skill India Campaign by approving more Sector Skill Councils and if so, the details in this regard;

(b) whether the present Sector Skill Councils have deliberated on formulating a curriculum framework that is able to absorb the dynamic and up-skilling challenges and if so, the details in this regard;

(c) whether the Ministry has devised a policy framework to expand basic modules in order to improve the employability of the youth in keeping with the future requirement; and

(d) if so, the details in this regard?

Answer given by the minister

(a) to (d) National Skill Development Corporation (NSDC) has been mandated to set up Sector Skill Councils (SSCs) to address sector specific skill needs of the industry. So far the Board of NSDC has approved 40 SSCs. A list of approved SSCs is annexed. SSCs assess skill needs of various job roles in a particular sector in consultation with the industry and develop job specific standards called Qualification Packs – National Occupational Standards (QP-NOS). Till February, 2016 SSCs have developed 1641 Qualification Packs – National Occupational Standards (QP-NOS). These QP-NOS are compliant to National Skill Qualification Framework and are aligned to standards set by the industry to make the training relevant to the industry needs. Further, curriculum for 251 QPs have also been finalised by the SSC’s. The Government has notified Common Norms for skill development programmes /schemes of the Central Government. As per Common Norms, soft skills (which would include computer literacy, language and workplace inter-personal skills relevant to the sector/trade) would be integral part of the skill training process and must be suitably integrated into the course modules to improve the employability of the youth.
