Question : Registration of Drone

(a) whether the Government has any official figure/ census regarding number of drones present in the country and if so, the details thereof;

(b) whether any regulation regarding ownership and uses of drones has been issued and if so, the details thereof;

(c) whether the Government has asked all drone owners in the country to register their drones and if so, the details thereof along with the aims and objectives thereto;

(d) the action taken/being taken by the Government against those drone owners who are not showing interest in registering their drones despite strict warning from the Government; and

(e) whether the Government proposes to monitor the drones found in the census and if so, the details thereof?

(a) Yes, Sir. As per the information received on Digital Sky Portal during 14.01.2020 to 31.01.2020, the category wise number of civil drones enlisted is as under:-;

(b) Yes, Sir. Rule 15A has been inserted in the Aircraft Rules, 1937 and Civil Aviation Requirements (CAR), Section 3, Air Transport, Series X, Part I has been issued by Directorate General of Civil Aviation (DGCA) for regulation of drones.

(c) With a view to facilitate the identification of civil drones and drone operators, a one-time opportunity for voluntary disclosure of civil drones and drone operators was provided vide Public Notice dated 13.01.2020. The details were to be submitted through the Digital Sky Platform till 31.01.2020. The details of drones enlisted are as mentioned in reply at (a).

(d) Violation of any of the provisions of the CAR and falsification of records/ documents shall attract penal action including imposition of penalties as per applicable sections of Indian Penal Code (IPC) or Aircraft Act, 1934 or Aircraft Rules, 1937.

(e) The purpose of the Survey was information gathering. For any operations, the drones have to apply for UIN under the above mentioned DGCA approved CAR which has a well laid out monitoring system.
