Question : UNEMPLOYED WOMEN



(a) whether the overall participation of women in the labour force remain low in the country and if so, the details of both the rural and urban women labour force participation in the country, State/UT-wise;

(b) the State-wise number of educated, uneducated, skilled, unskilled, self-employed and unemployed women in the country as on date;

(c) whether there is any increase in employment opportunities for women during each of the last three years and if so, the details thereof;

(d) the amount allocated/released/utilised for the above purpose during the above period; and

(e) the steps taken by the Government to make work environment more conducive to women and provide them necessary facilities and also enhancing security and protection of women workers including those working in night shift ?

(a): As per the results of three most recent surveys on employment and unemployment conducted by National Sample Survey Office (NSSO), Ministry of Statistics and Programme Implementation, labour force participation rate on usual status basis is given below:

(b) & (c): State-wise details of % of self employed, unemployment and employment rates for educated and all women in the country as per NSSO survey results during 2011-12 are at Annex-II and employment rates for the last three years at Annex-III.

(d): Government of India is implementing public employment generation schemes such as Prime Ministers Employment GenerationProgramme (PMEGP), Rural Self Employment Training Institutes (RSETIs) and Pt. DeenDayalUpadhyayGrameenKaushalYojna (DDU-GKY) under National Rural Livelihoods Mission (NRLM), Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and National Urban Livelihoods Mission (NULM). The details of funds released during 2011-12, 2012-13 and 2013-14 are given below:

(e): Statutory protective and welfare provisions for women workers are made in certain labour laws such as the Beedi& Cigar Workers (Conditions of Employment) Act, 1966, the Plantation Labour Act, 1951, the Contract Labour (Regulation and Abolition) Act, 1970, the Inter State Migrant Workmen (Regulation of Employment and conditions of service) Act, 1979, the Factories Act, 1948, the Mines Act, 1952, Maternity Benefits Act, 1961, the Equal Remuneration Act, 1976, the Employee’s State Insurance (General) Regulation, 1950, the Beedi Workers Welfare Fund Act, 1976, The Iron Ore Mines, Manganese Ore Mines and Chrome Or Mines Labour Welfare Fund Act, 1976, The Lime Stone and Dolomite Mines Labour Welfare Fund Act, 1972, the Mica Mines Labour Welfare Fund Act, 1946, the Building and other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Industrial Employment (Standing Orders) Act, 1946.
