STARRED QUESTION NO. 436* FOR 1ST APRIL, 2022
(a) to (d): The Budgetary allocation for the Department of Health and Family Welfare, Ministry of Health and Family Welfare (MoHFW), has been enhanced from Rs. 71,268.77 crore in Budget Estimates (BE) 2021-22 to Rs. 83,000.00 crore in Budget Estimates 2022-23, an increase of Rs. 11,731.23 Crore (16.46%) over the previous year.
The overall budgetary allocation is divided in two sections viz Revenue and Capital, the breakup of which is given below:

As per the above information, there is an increase of 124.51% in the Capital component of the Budget in 2022-23 over previous year’s allocation which is earmarked mainly for strengthening of infrastructure for healthcare system in the country. Hospital/Institution/Scheme- wise details of allocation for capital component of the budget in financial years 2021-22 and 2022-23 are given at Annexure A.
The increase in capital expenditure is mainly provided under Central Sector Schemes- Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), Central Government Health Scheme (CGHS) and Central Government Hospitals located in Delhi viz Safdarjung Hospital, Dr. RML Hospital, Atal Bihari Vajpayee Institute of Medical Sciences and Lady Hardinge Medical College & Smt. Sucheta Kripalani Hospital including Kalawati Saran Children''s Hospital and autonomous institutions. The budgetary allocation earmarked to central hospitals/institutions are not based on criteria like population/backward area coverage etc., but to strengthen infrastructure and for improving patient care facilities. Besides, infrastructure projects under the Central Sector Schemes of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) where substantial increase has been provided are spread over different parts of the country. The details are given at Annexure B.
Grant-in-Aid for creation of capital asset is also provided to State/Union Territory (UT) Governments under Centrally Sponsored schemes like, establishment of new medical colleges/upgradation of existing medical colleges and newly added programme like PM-ABHIM etc. States/Union territories are suggested to accord preference to set up medical colleges in underserved areas and aspirational districts where there is no medical college. Further, in the operational guidelines of the scheme - PM-ABHIM, it is suggested to the States and Union Territories for prioritizing and ensuring preferential allocation to aspirational /tribal/Left Wing Extremism (LWB)/Remote /Hill districts.
