Question : Bridge Course for AYUSH Doctors and Professionals

Will the Minister of AYURVEDA,YOGA AND NATUROPATHY,UNANI,SIDDHA AND HOMOEOPATHY(AYUSH) be pleased to state:

(a) whether the Government has received proposal/recommendation to allow AYUSH doctors and other professionals to prescribe allopathic medicines after a bridge course;

(b) if so, the details thereof;

(c) whether the primary health centres are not sufficient to cater to the demands of the population and 30 per cent shortfall in doctors add to the problem; and

(d) if so, the details thereof and action taken by the Government in this regard?

ANSWER

(a) & (b): Yes. Central Government has received a proposal from National Integrated Medical Association (NIMA) regarding right of Indian System of Medicine (ISM) doctors to practice their respective system of medicines along with Modern scientific system of medicine known as Allopathy.
(c) & (d): As per Rural Health Statistics (RHS) 2017, there is shortage of Primary Health Centres (PHCs), and doctors in public health facilities.
State/UT-wise details of doctors at Primary Health Centres (PHCs) are furnished at Annexure.
Public health and hospitals being a State subject, the provision of healthcare services is the primary responsibility of respective State/UT Governments, including establishment of Primary Health Centres (PHCs) and engagement of doctors in public health facilities. Further, all administrative and personnel matters of health human resources, including appointments, fall within the purview of respective State/UT Governments. However, under National Health Mission (NHM), technical and financial support is provided to States/UTs to strengthen their health systems including support for establishment of PHCs and engagement of doctors on contractual basis, based on the proposals made by them in their Programme Implementation Plans under NHM within their overall Resource Envelope.
