(a) whether the Government have decided to implement a new Programme for the development of the extreme rural areas of the country known as Rashtriya Sam Yojana;

(b) if so, the details thereof; and

(c) the details of the districts identified under the Yojana, State-wise ?

(a) Yes, Sir.

(b) The Rashtriya Sam Vikas Yojana (Development and Reform Facility) has been initiated in the current year, by the Planning Commission, to help reduce regional imbalances by addressing the problems of low agricultural productivity, unemployment and critical gaps in physical and social infrastructure. The Rashtriya Sam Vikas Yojana has three components
(i) Backward Districts Initiative which is being operated on a pilot basis in the current year,
(ii) Special Plan for Bihar and
(iii) Special Plan for the Kalahandi, Bolangir and Koraput (KBK) Districts of Orissa which have now been divided into eight districts, namely, Kalahandi, Nuapada, Bolangir, Sonepur, Koraput, Nabarangpur, Malkangiri and Rayagada.

(c) The details of districts identified under the Yojana, State-wise, is given in the Annexure.
