Question : Contract Workers

(a) the norms being adopted for increasing the wages of contract workers in the Central Government departments/institutions;
(b) whether any recommendation has been made by the 7th Pay Commission in this regard;
(c) the current number of employees on contract in the Ministry; and
(d) the current number of vacancies in various departments of the Ministry and the reasons for lackadaisical approach in filling the posts?

THE MINISTER OF STATE IN THE MINISTRY OF FINANCE
(SHRI JAYANT SINHA)

(a): As per General Financial Rules(GFR), 2005, Ministries/ Departments may outsource certain services through transparent competitive bidding process. The payment to the contractor for such outsourced services is governed by the conditions of contract between Ministries / Departments and contractor.

(b): The 7th Pay Commission has made certain observation regarding contract workers in chapter 3 of the report. These comments are not directly related with the subject of the wages of contract workers. However, the relevant extracts from the report is as under:

“Para 3.83 (vii) - The Commission is of the view that a clear guidance from the government on jobs that can and should be contracted out would be appropriate. While doing so the concerns of confidentiality and accountability may be kept in view. In order to address the concerns regarding exploitation of contractual manpower, uniform guidelines/ model contract agreements may be devised by the Government”.



(c): The current number of employees working on contract in the Ministry of Finance is 547.

(d): The current number of vacancies in various Departments of the Ministry of Finance is 885. There is no lackadaisical approach in filling up of posts and all efforts are being made to fill up these posts at the earliest.
