a) whether the 15th Finance Commission has received a presentation of India’s Health Sector;
b) if so, the details thereof;
c) whether the Finance Commission has examined the presentation given by the Ministry of Health and Family Welfare;
d) if so, the details and the outcome thereof; and
e) the time by which performance based incentives – a composite health index to be utilised to encourage States to demonstrate performance is likely to be finalised?

(a) to (e). The Fifteenth Finance Commission has been constituted by the President order under Article 280 of the Constitution on 27th November, 2017. As per the amended ToR dated 29th November, 2019, the Commission has to submit its final report for an extended perid of 2021-22 to 2025-26 by 30th October, 2020. The Commission’s mandate is to give its recommendations on the basis of terms of reference assigned to it. As part of its exercise, the Commission is actively engaged in consultations with various Union Ministries and State Government. In this process, the Ministry of Health and Family Welfare has made a presentation to the Commission on various issues.
