Question : Development of Small Towns

(a) whether the Government has any plan to take up development
of Small Towns/Block/Mandal headquarters across the country;

(b) if so, the details thereof and allocation of funds for the
purpose, State/UT-wise; and

(a) to (c) Urban Development is a State subject. The Ministry of Housing and Urban Affairs assists the States/Union Territories (UTs) in development of urban infrastructure through its Missions- Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0),Smart Cities Mission, Swachh Bharat Mission-Urban 2.0 (SBM-U 2.0) and Pradhan Mantri Awas Yojana-Urban(PMAY-U). Details of Central assistance allocated/sanctioned under various missions/schemes are given in Annexure-I.

Annexure I referred to in reply to parts (a) to (c) of Lok Sabha Unstarred Question No 2063 regarding ‘Development of Small Towns’ for answer on 28 July, 2022.

1. Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT-2.0)

Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) scheme, has been launched on 01 October, 2021 for a period of 05 years i.e. from the financial year 2021-22 to 2025-26 at an estimated cost of ?2,77,000 crore, which include Central Outlay of ?76,760 crore, to cover all statutory towns in the country with an aim to make them ‘Water Secure’. Mission is to promote circular economy of water, including (i) providing 100% functional tap connections in all urban households; (ii) 100% sewerage coverage in 500 AMRUT cities/ towns; (iii) meeting 20% total water needs of cities from recycled water; and (iv) to undertake rejuvenation of water bodies and urban aquifer management to augment sustainable fresh water supply.

2. Swachh Bharat Mission-Urban (SBM-U)

All statutory towns in the country are receiving funds under SBM-U 2.0 for sanitation and management of Municipal Solid Waste and used water. The State/UT-wise details of funds allocated and released are Appendix-II.

3. Pradhan Mantri Awas Yojana-Urban (PMAY-U)

Since 25.06.2015, the Ministry of Housing and Urban Affairs under the vision of ‘Housing for All’, is supplementing the efforts of States/ UTs under Pradhan Mantri Awas Yojana- Urban (PMAY-U) by providing Central Assistance for construction of houses for all eligible urban families / beneficiaries especially those belonging to Economically Weaker Section (EWS).The scheme covers the entire urban area of the country, i.e., all statutory towns as per Census 2011 and towns notified subsequently, including Notified Planning / Development Areas. So far, more than 122 lakh houses involving Central Assistance of ?2.03 lakh crore have been sanctioned in the country under PMAY-U. The details are at Appendix-III.
