(a) & (b) In order to address the skilled manpower requirements of textile sector, the Ministry of Textiles, under the Integrated Skill Development Scheme (ISDS) has trained11.14 lakh persons during the period 2010-11 to 2017-18 out of which 8.43 lakh persons have been given employment. In further continuation, Ministry of Textiles has expanded the skill development programme,called Samarth- for the entire value chain of thetextiles sector (except spinning and weaving in organized sector) with a target of 10 lakh persons at a total outlay of Rs.1300crores. Overall framework for implementation is in alignment with the broad policy framework for skill development as mandated by the Ministry of Skill Development and Entrepreneurship (MSDE).
MSDEhas been implementing Pradhan Mantri Kaushal VikasYojana (PMKVY) spanning across 37 sectors including textiles under which more than 68.1 lakhs youths have been trained/ oriented of which 54.3 lakhhave been certified including 1.05 lakh candidates in textile sector who have been trained out of which 0.97 lakhs have been certified. Further, National Skill Development Corporation (NSDC) under its fee based programme has trained 9,345 persons in textile sector in Kalahandi Parliamentary Constituency during 2016-2020. Further, the Ministry has also been implementing Scheme of Jan Sikshan Sansthan (JSS) from 2018-19 for providing vocational training tonon-literates, neo literates, as well as school dropouts by identifying skill that have a market relevance in that region in different trades including such trades under textiles as Jute Drawing Operator, Pre-sinking Machine Operator and textile Designing &Printing.
