STATEMENT REFERRED TO IN THE REPLY OF LOK SABHA STARRED QUESTION NO. 182 FOR 28.07.2017 RAISED BY KUNWAR BHARATENDRA AND DR. KIRIT P. SOLANKI REGARDING ‘BETI BACHAO BETI PADHAO’’
(a) Beti Bachao Beti Padhao (BBBP) scheme envisages capacity building, training & sensitization of functionaries and stakeholders to orient and sensitize them on the critical issue of Child Sex Ratio(CSR). Ministry of Women and Child Development(MWCD) through National Institute for Public Cooperation & Child Development (NIPCCD), has conducted a series of Capacity-building programmes and Trainings for 1664 Master Trainers in 18 training programmes for further strengthening and capacity building of district level officials and frontline workers covering all States/UTs. Functionaries and community volunteers have been oriented and sensitized through trainings and sensitization programmes at district, block and village levels for grass root workers including the Panchayati Raj Institutions /urban local bodies to work as catalyst for bringing the social change.
(b) Government has taken various steps to promote early registration of pregnancy viz., registration of pregnancy is reviewed and emphasised with the States/UTs during every National and State reviews, incentives are given to Auxiliary Nurse Midwifery(ANMs) in High Priority Districts as per the performance based incentives scheme, Information Education Communication(IEC)/Behavioural Change Communication(BCC) material shared with States to improve Ante Natal Care(ANC) including early registration, under Maternity Benefit Programme for pregnant and lactating mothers, an incentive of Rs. 6,000/- is paid at different stages including early registration of pregnancy. These efforts have resulted ANC registration with-in 12 weeks increased to 58.6% from 43.9 % (NFHS-3), as per National Family Health Survey(NFHS)-IV.
(c) National Task Force headed by Secretary, WCD provides guidance and support; formulates training content and monitors effective implementation of BBBP scheme. State Task Force is headed by the Chief Secretary and in UTs headed by Administrator to coordinate, review, monitor and align the scheme for the Multi-Sectoral actions.
(d) Yes, nationwide awareness and advocacy campaign is undertaken at the level of Ministry and multi-sectoral actions at the level of District Collector/Deputy Commissioner of the selected 161 districts of all the States/UTs. For multi-sectoral interventions in the districts, funds are released directly to the districts.
