(a) whether the old and reconditioned arms were supplied to the State Armed Police Personnel in the North-East region and are charged that of the brand new price;
(b) if so, the details thereof and the reasons therefor;
(c) whether Village Guards have also been equipped with sophisticated arms to combat the insurgents, who are armed with AK-47 and other sophisticated weapons: and
(d) if not, the reasons therefor?

(a) & (b): 7.62 mm SLR, which are used but in serviceable condition have become surplus in the Army. These weapons are being allocated by Ministry of Home Affairs to the State Police forces on demand from the State Governments. The delivery of these weapons is taken by the respective police forces after proper physical verification. During the year 2001-02, used but serviceable SLRs have been issued to the North Eastern States at the fixed price of Rs. 5000/- per weapon as under:-
