(a): A suitable strength of Central Armed Police Forces (CAPFs) including BSF has been posted at LOC under Ops control of Army. However, the level of deployment of CAPFs is not disclosed in the interest of National Security.
(b): The details of facilities provided to the personnel of CAPF in the country is as under :-
i) Ex-gratia lump-sum compensation @ Rs. 35 lakhs for death on active duty and @ Rs. 25 lakhs for death on duty, as the case may be, is entitled to the Next of Kin (NoK) of the deceased personnel.
ii) The NoK of the deceased is entitled to get Liberalized Family Pension under Central Civil Service (Extra Ordinary Pension) Rules, 1939 and other pensionary benefits as admissible.
iii) 5% vacancies are reserved in Group āCā and āDā for compassionate appointments for NoK of the deceased personnel.

iv) Under the Prime Minister Scholarship Scheme, amount @ Rs. 2,250/- pm for girls and Rs. 2,000/- pm for boys is being released to the wards of serving / retired CAPFs personnel. Prime Minister Scholarship is admissible to 1000 girls and 1000 boys.
v) There is a reservation of 15 MBBS and 02 BDS seats for the wards of CAPFs personnel in the seats of Central Government for these courses.
vi) Central Police Canteens at various locations in the country have been functioning.
vii) A Welfare and Rehabilitation Board has been established for the welfare and rehabilitation of CAPFs personnel and their families including differently abled personnel.
viii) Extension of facility of retention of Government accommodation at the last place of posting for CAPF personnel deployment/posted in LWE affected areas/districts (except State Capitals).

ix) Sanction for construction of Central Armed Police Force Institute of Medical Sciences (CAPFIMS), which will be beneficial to approx. 9 lakh CAPF personnel.
x) To increase the housing satisfaction level, in 2013, approval for construction of 21655 houses and 254 barracks has been granted. Further, in November 2015, another proposal for construction of 13072 houses and 113 barracks for CRPF, CISF and ITBP personnel at 68 sites have been approved.
(c): The total amount spent on providing facilities and food to CAPF personnel, for 2016-17, force-wise is as under :

(d) to (e): As per information received from CAPFs, a video tape was uploaded in social media regarding poor quality of food in BSF. Senior officers of the Force were deputed to ascertain the facts. A Staff Court of Inquiry (SCOI) has been ordered and to facilitate free and fair inquiry, the officers concerned have since been transferred.
The CRPF has also reported two such complaints of poor quality of food along with various other grievances. An inquiry into these allegations is under way.
With respect to other CAPFs viz. SSB, ITBP and CISF, no such complaints have been received. However, all the Forces have a robust grievance redressal mechanism at their end. If any complaint/grievance of Force personnel is received in any CAPFs, the same is enquired into and appropriate action, as deemed fit, is taken by appropriate authority, accordingly.
(f) & (g): The Ministry of Home Affairs have reiterated to the Forces to ensure that the officers during their visit to Posts, may check on the aspects of living conditions, clothing, food and equipment and they may

also take initiative to get free and frank feedback of the personnel. It has been advised that senior officers may also partake the food prepared for the jawans and endorse a note on the quality / quantity of the food in the inspection register. The Forces have also been advised to review their internal grievances redressal system and take proactive measures to redress the grievances.
