Question : ESI Hospitals in Backward and Tribal Areas

(a)whether the Government is aware of the poor condition of ESI hospitals situated in backward and tribal areas of the country and if so, the details thereof and the schemes formulated by the Government to improve the condition of such ESI hospitals in various States;
(b)whether the Government proposes to set up Super Speciality ESI Hospitals and if so, the details thereof;
(c)the sanction issued for opening of Super Speciality ESI Hospitals and present status of construction of the buildings, State-wise and the action taken by the Government thereon; and
(d)the budgetary provision made for the implementation of the said schemes during the current financial year?

(a): The Employees’ State Insurance Corporation (ESIC) formulates various schemes from time to time, to improve the condition of ESI hospitals across the country. Some of the steps taken are as under:-

(i) The ESIC is encouraging formation of State autonomous bodies/societies at State level so that they have administrative and financial freedom to take decision for improvement of medical services.
(ii) The ESIC to bear entire expenditure (within the ceiling) on medical care incurred by the State Government for an initial period of three years w.e.f. 2019-20.
(iii) Enhancement of 50% bed strength (if bed occupancy is more than 70% in ESIC/ESI Scheme (ESIS) hospitals for the last consecutive three years)
(iv) The ESIC provides Rs.200/- per Insured Person (IP) per annum over and above ceiling to the State Government, where the bed occupancy in all the State ESIS hospitals is more than 70% during the concluded financial year.
(v) The ESIC has prescribed certain minimum medical manpower and facility parameters to be maintained in state run ESIS hospitals.
(b): The ESI Corporation has set up two super speciality hospitals at Sanath Nagar, Telangana and Asaramam, Kollam, Kerala. Further, the ESI Corporation has given approval for setting up of super specialty hospitals at Varanasi, Uttar Pradesh and Bhubaneswar, Odisha.
(c): Construction of ESI Superspeciality hospital at Varanasi is complete. Sanctioned cost for the project is Rs.141.00 crores. Construction project of Superspeciality ESI hospital at Bhubneshwar is in planning stage and hence the cost estimate is not yet finalised.
(d): Under State ESI Scheme, budgetary provision is made comprehensively based on total number of Insured Persons (IPs) in the State. State-wise details of budgetary provision for current financial year (2019-20) are placed at Annexure.
