Question : Status of Modernisation of Police Force

(a) the present status of the Government’s efforts towards police force modernisation as recommended by many Commissions and the Supreme Court;

(b) the steps being taken by the Government to equip the police force with up-to-date digital and investigative expertise and skills in view of the increasing number of crimes needing highly sophisticated forensic and digital expertise to crack the case;

(c) whether the present Police Training Colleges are now equipped to train cadets with advanced techniques of investigation of economic and cyber crimes; and

(d) if so, the details thereof in this regard?

(a) & (b): Modernization of police forces is a continuous and ongoing process. ‘Police’ and ‘Public Order’ are State subjects under the seventh Schedule to the Constitution of India. However, the Government of India supplements the efforts of the State Governments towards equipping and modernizing of their police forces, under the centrally sponsored scheme

of ‘Assistance to States for Modernisation of Police’ [erstwhile scheme of Modernisation of Police Forces (MPF)].
Under the scheme, the State Governments are provided central assistance according to their own priorities for acquisition of latest weaponry, training gadgets, advanced communication /forensic equipment, cyber policing equipment etc. Further, ‘construction’ and ‘purchase of operational vehicles’ are permitted in the insurgency affected north-eastern States and Left Wing Extremism (LWE) affected districts. As such, under the scheme financial assistance is provided for acquisition of infrastructure and equipment, including training equipment, which enhances capabilities and efficiency of the police forces.
(c) & (d): Basic course training of the Indian Police Service (IPS) probationers include components of economic offences and their investigation and they are imparted essential cyber-investigation skills by training on the subject of cybercrime investigation, cyber terrorism, cyber espionage and cyber security fields.
