(a) whether Planning Commission in its mid-term appraisal of Eleventh Five Year Plan is
making impact assessment of social sector programmes;
(b) if so, the details thereof;
(c) whether Planning Commission has linked mid-term appraisal of various programmes
especially social sector schemes to three tier Programme Evaluation Organisation (PEO);
(d) if so, the details thereof;
(e) whether the Government has desired the PEO to monitor leakage of funds and pilferage
of foodgrains; and
(f) if so, the final decision taken in this regard alongwith the decision taken about the
PEO to be made responsible to assess social sector programmes progress?
