(a) the number of registered and unregistered placement agencies functioning at present in the country,
separately, State-wise;
(b) whether the unregistered placement agencies are exploiting the job seekers in the name of employment;
(c) if so, the details thereof alongwith the steps taken by the Government in this regard; and
(d) the further steps taken by the Government to regulate such unregistered agencies?

(a) The States/UTs have reported that private placement agencies are neither registered nor any data
maintained on them on regular basis.
(b) & (c) Such complaints are dealt with under provision(s) of Indian Penal Code on receipt.
(c) In order to safeguard the interests of job-seekers, Ministry of Labour & Employment issued guidelines
on 30.10.2003 to the State Governments/ Union Territory Administrations to consider regulation of the
functioning of private placement agencies, as per local needs.
