(a) whether the Government propose to tap the Regional Engineering Colleges for manpower and expertise to build and operate the computer Kiosks in the villages;
(b) if so, whether any agreement has been formally drawn up with the Regional Engineering Colleges;
(c) whether the Government have also sought the collaboration of State Governments in this scheme; and
(d) if so, the status of agreements between Central and State Governments?
