Question : CHANNEL OF PROMOTION



(a) whether a person holding an isolated post should be given some channel of promotion, as per Hon`ble Supreme Court judgement;

(b) whether this principal and rules of Department of Personnel and Training is applicable for all isolated posts; and

(c) if so, the details thereof?

(a), (b) & (c): The Government is already alive to the problems faced by persons holding isolated posts. Instructions have been issued prescribing guidelines relating to encadrement of isolated posts in Group-A in various Ministries/Departments of the Government of India. A number of measures have been suggested for reducing the number of isolated posts by inducting such posts into existing cadres as per the relevant instructions. Once a post is encadred, the promotional channel available for the cadre would be automatically extended to such encadred posts.

Government has also introduced the Assured Career Progression Scheme for the Central Government Civilian employees. The scheme inter-alia provides that if an employee has not been offered vacancy based promotions even after rendering prescribed years of regular service, he shall be considered for financial upgradations under the scheme subject to norms, conditions etc. prescribed for the purpose. The benefit of the scheme is also available to the employees holding isolated posts in Group-`A`, `B`, `C` and `D`.
