Question : National AYUSH Mission

Will the Minister of AYURVEDA, YOGA AND NATUROPATHY, UNANI, SIDDHA AND HOMOEOPATHY (AYUSH) be pleased to state:

(a) the main features and objectives of National AYUSH Mission along with the target date of its completion;

(b) whether the objectives of NAM have been achieved, if so, the details thereof, if not, the reasons therefor and the strategy chalked out to achieve the said objectives/goals;

(c) the details of the funds released by the Government to the various States under National AYUSH Mission during the last three years, State/UT-wise; and

(d) whether the North-Eastern States have derived benefits under National AYUSH Mission, if so, the details thereof?

(a): Government of India is implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM) through States/UTs for development and promotion of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in the country.
The main features of National AYUSH Mission is furnished at Annexure-I.

The detailed objectives of National AYUSH Mission (NAM) are as follows:
(i) To provide cost effective AYUSH Services, with a universal access through upgrading AYUSH Hospitals and Dispensaries, co-location of AYUSH facilities at Primary Health Centres (PHCs), Community Health Centres (CHCs) and District Hospitals (DHs).

(ii) To strengthen institutional capacity at the state level through upgrading AYUSH educational institutions, State Government Ayurveda, Siddha, Unani and Homoeopathy (ASU&H) Pharmacies, ASU & H Drug Testing Laboratories and enforcement mechanism.
(iii) Support cultivation of medicinal plants by adopting Good Agricultural Practices (GAPs) so as to provide sustained supply of quality raw-materials and support certification mechanism for quality standards, Good Agricultural/Collection/Storage Practices.
(iv) Support setting up of clusters through convergence of cultivation, warehousing, value addition, marketing and development of infrastructure for entrepreneurs.
Further, Union Cabinet has approved Centrally Sponsored Scheme of National AYUSH Mission (NAM) on 15.09.2014 to implement through States/UTs. Union Cabinet has also approved continuation of National AYUSH Mission (NAM) from 01.04.2017 to 31.03.2020. Further, Government of India has given interim extension beyond 31st March, 2020 to till 31st March, 2021 or till the date of recommendations of 15th Finance Commission come into effect, whichever is earlier.
(b): To fulfil the objective of NAM, Ministry of AYUSH is supporting the effort of State/UT Governments through different activities of NAM. The major activities for which financial assistance has been provided to the State/UT Governments are furnished at Annexure II. The States/UTs are at various stages of achieving the targets set under different components of NAM. Ministry of AYUSH is continuously pursuing with State/UT Governments through various review meetings and monitoring visits for expediting the accomplishment of targets set under NAM.
(c) & (d): Government of India is implementing Centrally Sponsored Scheme of National AYUSH Mission (NAM) for development and promotion of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) in the country including North-Eastern States. Central Government has provided financial assistance to North-Eastern States for different activities of NAM as per proposal received from them through State Annual Action Plan (SAAP). The details of the funds released by the Central Government to the various States including North-Eastern States under National AYUSH Mission during the last three years, State/UT-wise is furnished at Annexure-III. Further, a separate 10% budget has been earmarked for North-Eastern States for development of AYUSH under NAM.
