Question : CLIMATE FRIENDLY ACTIVITIES



(a) whether the Union Government proposes to carry out a gamut of climate friendly activities under the Eleventh Five Year Plan pilot projects;

(b) if so, the details thereof;

(c) whether the Union Government proposes to implement several different norms for energy efficiency and water harvesting across different cities; and

(d) if so, the details thereof and the steps taken by the Union Government in this regard?

(a)to(d) : The National Mission on Sustainable Habitat which is one of the missions under Prime Minister`s Action Plan for Climate Change envisages a number of climate friendly activities for creation of sustainable habitats. The Mission will promote energy efficiency as an integral component of urban planning and urban renewal through three initiatives i.e. extension of the Energy Conservation Building Code and incentives for retooling of existing stock, recycling of material and urban waste management, better urban planning and modal shift to public transport. It is also proposed to develop a set of Sustainable Habitat Parameters including norms related to energy efficiency which shall be incentivized for implementation through appropriate changes in municipal / state laws.

Revision of Building Bye-laws to make Rain Water harvesting mandatory in buildings is a reform mandated under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). All the States have committed to accomplish the reforms within the Mission period 2005-12. The Ministry has also circulated model building bye-laws for this purpose.
