a): To achieve the Government’s objective of “Housing for All” by 2022, in rural areas, the erstwhile rural housing scheme, Indira Awaas Yojana (IAY) has been restructured into Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April, 2016. Under PMAY-G, beneficiaries are identified from Socio Economic Caste Census (SECC) 2011 data, based on housing deprivation parameters, exclusion criteria prescribed and after due verification by Gram Sabha and following Appellate process. Accordingly, Gram Panchayat -wise Permanent Wait List (PWL) has been prepared. As on 02.12.2019, the Permanent Wait List (PWL) contains 2.50 crores beneficiaries after the prescribed verification process.
No applications from households are required under this scheme as beneficiaries are identified from the PWL.
b) & c): Under PMAY-G, the target is construction of 2.95 crore pucca houses with basic amenities by the year 2022 in phases. The targets for Phase I (2016-17 to 2018-19) and Phase II (2019-20 to 2021-22) are construction of 1.00 crore and 1.95 crore houses respectively.
As on 27.11.2019, a total of 1.36 crore houses have been sanctioned under PMAY-G, out of which 87.55 lakh houses have been completed. State wise targets and achievements of Phase-I and Phase-II is at Annexure.
d): PMAY-G aims at “Housing for All” by year 2022 in rural areas. To achieve this objective, Government has taken several initiatives and innovative steps which include:
• Implementation and monitoring of the scheme is through end to end e-Governance model. All activities of implementation of scheme from identification of beneficiaries till completion of houses are done through MIS-AwaasSoft.
• Evidence based monitoring of construction of house through uploading of geo-tagged photographs at each pre-determined stage of house construction through the mobile application- AwaasApp. This has helped in reduction of time in verification of house construction enabling faster release of assistance leading to timely house completion.
• All States / UTs now have a single bank account of PMAY-G at the State/UT level, the State Nodal Account, from where the assistance is transferred directly to beneficiary account through DBT.
• Increasing availability of trained rural mason by implementing ''on the job’ Rural Mason Training Programme which has helped in construction of quality houses at a faster pace.
• Assigning each house sanctioned under PMAY-G to a local functionary to improve monitoring and facilitate timely construction of houses.
• Awards to the best performing States/UTs, Districts based on performance index dashboard, thereby creating healthy competition and motivation among the States/ UTs for achieving the set targets.
• Increasing choices available to beneficiaries by providing a menu of design typologies based on climate, topography, cultural and traditional housing practices and vulnerability to disasters.
