Question : RESERVATION FOR SCS STS



(a) the percentage of reservation for SCs/ STs in the Central Government Services and the percentage of posts held by them as on date in various groups of Central Government services;

(b) whether the same percentage of reservation commensurate with the transitional growth of these communities due to inclusion of new groups in the SC/ ST list as per Article 341 and 342 of the Constitution;

(c) if not, whether this circumstance will not fail to bring the social equality aimed at by this policy of reservation;

(d) if so, the reaction of the Government thereto; and

(e) whether the Government has any plan to extend this policy of reservation for SC/ ST in private sector companies also and if so, the details thereof?

(a): Reservation in Central Government jobs for Scheduled Castes and Scheduled Tribes employees is provided at the rate of 15% and 7.5%, respectively, in case of direct recruitment on all India basis by open competition and 16.66% and 7.5% respectively, in case of direct recruitment on all India basis, otherwise than by open competition. As per information received till date from 69 Ministries/ Departments, the group-wise representation (in per cent) of Scheduled Castes and Scheduled Tribes as on 01.01.2013, is as under:-

	Group A	Group B	Group C#	Total SC	13.94%	15.56%	17.81%	17.57% ST	5.82%	6.4%	7.87%	7.73% # Group D merged in Group C after 6th Pay Commission. 

(b) to (d): The Castes and Tribes included in the list of Scheduled Castes or Scheduled Tribes as per Article 341 and 342 respectively are entitled to reservation in posts and services in the Government. The said list is also amended from time to time. As per decision of the Hon’ble Supreme Court, total reservation for SCs, STs and OBCs cannot exceed the limit of 50%.

Reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes in Central Government jobs is 49.5% in case of direct recruitment on all India basis by open competition and 50% in case of direct recruitment on all India basis, otherwise than by open competition.

(e): At present, there is no such proposal for extending reservation in private sector companies.
