(a) Road Accidents occur due to multiple causes such as over speeding, drunken driving/consumption of alcohol, driving on wrong side/lane indiscipline, fault of the driver of motor vehicle, use of mobile phones during driving, mechanical defect/fault of the vehicle defect in road condition, weather condition and lack of knowledge on road signage etc. These various factors can broadly be categorized into human error, road condition/environment and vehicular condition that lead to accidents on roads.
(b) This Ministry doesn’t maintain such data.
(c) to (d) Ministry of Road Transport and Highways has the Scheme to set up Institute of Driving Training and Research (IDTR) in 2 tier system. The IDTR in tier-1 is the model driver training institute including complete infrastructure required for a modern IDTR. In tier II, Regional Driving Training Centres (RDTCs) are to be developed across the States. Also, there is a scheme for setting up of Driving Training Centre (DTC) to provide financial assistance to private participants for setting-up of the Driving Training Centres, which is presently on stay by the Hon’ble High Court of Madras.
