Question : Empowerment of Tribal Women in Rajasthan

(a) the details of the steps being taken by the Government to promote tribal women entrepreneurship in Rajasthan;
(b) the details of training/skill development programmes to empower tribal women in Banswara and Dungarpur districts of Rajasthan and the number of women who have got placement after training; and
(c) the number of tribal women in Banswara and Dungarpur districts of Rajasthan who have started their own work after getting training and the details of the assistance provided to those women by the Government?

Answer given by the minister

(a) & (c): Ministry of Tribal Affairs through Tribal Co-Operative Marketing Development Federation of India (TRIFED) and National Scheduled Tribes Finance and Development Corporation (NSTFDC) provides assistance and support to promote entrepreneurship among tribal people with special focus to tribal women in the States / UTs with notified STs including Rajasthan, who are involved in traditional art & craft products, natural & organic products etc. through the following schemes:

(i) ‘Pradhan Mantri Jana Jatiya Vikas Mission (PMJVM)’ from 2021-22, which has been redesigned through the merger and extension of two existing schemes for promotion of tribal livelihood, i.e., “Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) and Development of Value Chain for MFP” and “Institutional Support for Development and Marketing of Tribal Products / Produce”.
(ii) "Equity Support to National Scheduled Tribes Finance and Development Corporation (NSTFDC) / State Scheduled Tribes Finance and Development Corporations (STFDCs)"

TRIFED is implementing Van Dhan Vikas Karyakaram under PMJVM which envisages to set up Van Dhan Vikas Kendra (VDVK), each of which comprises about 300 members. The scheme is implemented through TRIFED (Tribal Co-Operative Marketing Development Federation of India Limited) in the areas with significant tribal population in the Country including the State of Rajasthan to promote value-addition and marketing of tribal products and minor forest products (MFP). Each VDVK consists of 15 Van Dhan Self Help Groups (VDSHGs), each of which comprises of up to 20 members. Since August, 2019, TRIFED has sanctioned 3,110 Van DhanVikas Kendra wherein 52,976 Van Dhan Self Help Groups associated with 9.27 lakhs beneficiaries has been included in 25 States and 02 UTs.
479 Van Dhan Vikas Kendras (VDVKs) have been sanctioned in Rajasthan State which are associated with 1,44,803beneficiaries. Among these, 75 Van Dhan Vikas Kendras have been sanctioned in the Banswara (40) and Dungarpur (35) districts of Rajasthan State which comprise of both men and women. Training of 19 Van Dhan Vikas Kendras has been completed in Rajasthan State, which includes 2 Van Dhan Vikas Kendra of Dungarpur District, where beneficiaries are involved in value addition of MFPs. Under the Van Dhan Vikas Karyakaram , 210 MFP gatherers (tribal women) have completed training in 7 batches of 30 members each for 2 Van Dhan Vikas Kendra of Dungarpur District of Rajasthan on value addition of MFPs. The beneficiaries are engaged in value addition activities of Amla based products i.e. Amla Candy & Amla Pickle. An amount of Rs. 10.00 Lakhs @ Rs. 5.00 Lakh per Van Dhan Vikas Kendra has been released to the two (2) Van Dhan Vikas Kendras for value addition training purposes through State Implementing Agency –Rajasthan Tribal Area Development Cooperative Federation Ltd., Udaipur.
NSTFDC is implementing an exclusive scheme titled "Adivasi MahilaSashaktikaran Yojana (AMSY)” for Tribal women to undertake any income generation activity. Under this scheme, loan up to 90% of project costing up to Rs.2 lakh is provided at a highly concessional rate of interest of 4% p.a. Number of women beneficiaries assisted under AMSY and other schemes during last three years and current year (upto 28.02.2022) is given below:
