STATEMENT REFERRED TO IN LOK SABHA STARRED QUESTION NO. †*122 FOR 08.12.2015
(a): The Central Government has so far included thirty nine (39) organisations as Terrorist Organisations in the First Schedule of the Unlawful Activities (Prevention) Act, 1967. The list is attached as Annexure.
(b) to (d): The terrorist outfit, Islamic State of Iraq and Syria (ISIS) uses both positive and negative imagery especially in the social media to attract recruits from across the world for its so called global jihad to form a caliphate. However, though the ISIS has not been able to influence/ attract many youth from India, the matter continues to be a long-term national security concern for India. The Government is closely monitoring the situation and has directed the intelligence and security agencies to identify potential recruits and keep them under surveillance. The Cyber space is being closely monitored in this regard. The Ministry of Home Affairs held a meeting with all the Central agencies concerned and twelve State Governments on 01.08.2015 to assess the threat posed by ISIS/ISIL and to devise a strategy to deal with long term security concerns for India.
There is close and effective coordination amongst intelligence agencies at the Centre and the State levels to contain the activities of terrorist organisations. The Multi Agency Centre (MAC) has been strengthened and re-organized to enable it to function on 24x7 basis for real time collation and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the States and the Central agencies.
India has Joint Working Groups on Counter Terrorism with 24 countries. The meetings of these Joint Working Groups are being held from time to time to discuss counter terrorism issues including ISIS/ISIL phenomenon and to share intelligence, experience, expertise, good practices and issues of mutual concern.
