Question : Promotion of Cultivation of Medicinal Plants

(a) the details of financial assistance provided to promote cultivation of medicinal plants and herbs, State/ UT-wise and district-wise including Gujarat., West Bengal and Maharashtra during the last three years;
(b) the details of quantum of medicinal plants produced and exported, State/ UT-wise including West Bengal district-wise during the said period;
(c) the steps taken to promote the production of Ayurvedic and herbal medicines in the country, State/ UT-wise particularly in West Bengal and Gujarat; and
(d) the detail of schemes under which the Central Government encourages farmers to cultivate medicinal plants?

(a) Ministry of Ayush, Government of India had implemented Centrally Sponsored Scheme of National Ayush Mission (NAM) to promote the cultivation of medicinal plants in identified clusters/zones through selected State Implementing agencies throughout the country in mission mode from the financial year 2015-16 to 2020-21.
The Ministry of Ayush has approved/released an amount of Rs. 6305.24 lakh (including state share) for cultivation of medicinal plants under medicinal plants component of National Ayush Mission (NAM) scheme throughout the country including Gujarat, West Bengal and Maharashtra during the last three. The state-wise and year wise detail is given at Annexure-I

(c) Central Sector Scheme for Ayush Oushadhi Gunavatta evam Uttpadan Samvardhan Yojana (AOGUSY) has been implemented for the year 2021-2026 with the following four components:
1. Strengthening and up-gradation of Ayush Pharmacies and Drug Testing Laboratories to achieve higher standards.
2. Pharmacovigilance of Ayurveda, Siddha, Unani and Homeopathy (ASU&H) drugs including surveillance of misleading advertisements.
3. Strengthening of Central and State regulatory frameworks including Technical Human Resource and Capacity Building programs for Ayush drugs.
4. Support for development of standards and accreditation/ certification of Ayush products and materials in collaboration with Quality Council of India (QCI) and other relevant scientific institutions and industrial Research and Development (R&D) centres.
5. The scheme intends to promote and project quality, acceptability and visibility of Ayush products for enhancing people’s confidence in their use for health care and for improving trade.
Besides this, the Gujarat Medicinal Plants Board, Gujarat and West Bengal State Medicinal Plants Board, West Bengal promoted production of medicinal plants by supporting subsidy to the farmers, organise training and workshops for the farmers and encourage the farmers for plantation of medicinal plants
Steps have been initiated through Central Council for Research in Siddha to promote the production of Siddha medicines and marketing quality Siddha internal and external formulation. Ministry of Ayush along with Bureau of Indian Standards (BIS) Quality Control of India (QCI) provides voluntary certificate schemes for Ayush products in two levels namely Ayush Standard Mark and AYUSH Premium Mark.
Siddha Good Manufacturing Practices (GMP) pharmacy at Siddha Central Research Institute (SCRI), Chennai facilitates the manufacturing of quality Siddha medicines for the research activities and health care system of peripheral institute/ units of CCRS.

(d) Ministry of Ayush, Government of India had implemented Centrally Sponsored Scheme of National Ayush Mission (NAM) to promote the cultivation of medicinal plants since 2015-16 to 2020-21. Under ‘Medicinal Plants’ component of the NAM Scheme, market driven cultivation of 140 prioritized medicinal plants in identified clusters/zones was supported and implemented in a mission mode through selected State Implementing agencies throughout the country including Andhra Pradesh. As per the scheme guidelines, the support was provided for:
(i) Cultivation of prioritized medicinal plants on farmer’s land.
(ii) Establishment of nurseries with backward linkages for raising and supply of quality planting material.
(iii) Post-harvest management with forwarding linkages.
(iv) Primary processing, marketing infrastructure etc.
To encourage the farmers for cultivation of Medicinal Plants, the Ministry of Ayush has provided subsidy @30%, 50% and 75% of cultivation cost of prioritized plant species throughout the country.
Presently, National Medicinal Plants Board, Ministry of Ayush under its central sector scheme supports various institutes/ organizations to organize awareness program, exposure visits, education and capacity building of stakeholders in project mode in different states in the country. During last three years, a total 8 projects for an amount of Rs. 78.92 lakhs to support IEC activities (1 Training, 3 Seminars, 1 Workshop, 2 Publication and 1 Conference) in Gujarat, West Bengal and Maharashtra. The National Medicinal Plants Board (NMPB), Ministry of Ayush has established 7 Regional Cum Facilitation Centres in different geographical regions of the country. Through these Regional Cum Facilitation Centres, the financial and technical assistance is provided to farmers / other stakeholders for development of Quality Planting Material (QPM) of medicinal plants and herbs of Region/State specific needs including Gujarat, West Bengal and Maharashtra.
